Alberta School Boards Association
The Alberta School Boards Association (ASBA) represents all of Alberta’s 61 locally elected public, separate and francophone school boards, which are responsible for the governance, operation and administration of Alberta’s publicly funded education system. ASBA is a province-wide organization which is made up of school boards, represented by 420 locally elected school trustees, and which provides leadership focusing on continuous improvement of the publicly funded education system.
ASBA dedicates significant resources to ensuring that school boards influence and lead education in Alberta.
 
Given ASBA’s Strategic Plan priorities, there are objectives and opportunities associated with each of the three strategic goals that have been identified as priorities:
  • Deliver relevant, effective, and timely communication, information and education to empower school boards;
  • Bolster the viability, credibility and sustainability of the Association and school boards;

THE OPPORTUNITY
Under the general direction of and reporting to the Chief Business Officer, the Finance Manager manages the Association’s financial operations.  
The Finance Manager provides professional financial advice and support to the Chief Business Officer and Chief Executive Officer and Board of Directors. The Finance Manager is a hands-on finance professional, responsible for budgeting, financial statements and reporting, banking and investments, accounts payable, pay and benefits, and vendor selection and procurement management. 
As Finance Manager, you will work to ensure sound financial and budgeting practices and internal controls are in place. Equally important to your role is supporting our Board of Directors Finance and Audit Committee with timely, accurate and relevant financial data and reporting for decision-making.
 
ACCOUNTABILITIES AND RESPONSIBILITIES
 
Budgeting 
  • Develops and maintains an efficient budgeting system 
  • Prepares the annual operating budget utilizing a participatory process that involves all senior leadership team
  • Coordinates the preparation of monthly and quarterly budget monitoring and variance reports for review by senior leadership committee and the Board of Directors
  • Prepares membership fee schedule based on approved budget
Financial Services and Reporting  
  • Prepares final year-end statements and supporting documentation to accepted accounting standards 
  • Prepares quarterly and annual financial statements 
  • Prepares year-end financial statements with variance analysis for the senior leadership team and Board of Directors
  • Leads contractor fee-for-service administration, reconciliation and reporting. Prepares invoices for fee-forservice and reconciles for receipt of payments
  • Collects membership fees from either member boards or the provincial government
  • Prepares and submits monthly GST payments and reviews monthly CRA remittances prepared by third party ADP
  • Manages the expense reimbursement policy and process, including cheque production
  • Leads accounting services functions of receipt of revenue, preparation of deposits, collection and batching of invoices for processing, reconciliations, vendor filing and financial report filing
  • Prepares and submits required financial reporting for grants
  • Enters all journal entries, completes bank reconciliation and any other related matter into Quickbooks
Payroll and Benefits
  • Leads staff payroll processes, enters or approves monthly payroll, processes payroll adjustments, approves all T4, T4A and T4aNR reporting
  • Develops systems to record and report on vacation, overtime and time credit entitlements
  • Provides regular reporting of benefit entitlements as required by Chief Business Officer 
  • Maintains the Association’s Local Authorities Pension Plan (LAPP) pension-related information and compiles annual reporting requirements under the LAPP. Ensures annual audit requirements are met
Banking and Investments
  • Maintains all banking arrangements for the Association
  • Supervises the receipt and depositing of all revenues
  • Liaises with officials of financial institutions regarding investment options and actions
  • Recommends investment vehicles and investment terms which will maximize return for the Association and will comply with its investment policies
Leadership 
  • Manages financial resources soundly to meet strategic plan objectives
  • Chairs the Balloting Committee to assist with Board of Director elections and Association business during General Meetings. Responsible for voting software and reporting for business meeting portion of General Meetings
  • Conducts special projects as required 
  • Ensures financial services meet leader’s expectations
Reporting Relationships:  
Reports to Chief Business Officer and supervises financial support staff.
 
THE PERSON
To be successful in this role, you need to be a positive, service focused team player. You are passionate for all things finance and accounting and have an interest in, or experience with pension and insurance administration. Financial experience with not for profit corporations and supporting a Board of Directors Finance and Audit Committee makes you a standout. You are able to successfully work independently, while you are equally successful collaborating with colleagues. Professionalism, ability to manage multiple projects and tasks, meet deadlines and work well under pressure will make you the ideal candidate.
 
Qualifications and Educational Requirements 
• A Certified Professional Accounting (CPA) designation is required
• Four or more years experience in financial administration
• Experience working with governance boards and not for profit 
• Experience with budget preparation, monitoring and leading the provision of full cycle accounting services
• Exceptional communication, accuracy and attention to detail
• Experience with QuickBooks and payroll legislation and administration
