Superintendent of Finance Services/Chief Financial Officer (CFO)
Due to the impending resignation of the incumbent, Horizon School Division invites applications for an experienced, progressive, and skilled individual to assume the duties of Superintendent of Finance Services/Chief Financial Officer (CFO) effective at an agreed upon date.
 
The Division
The Horizon School Division office is located approximately 100 km east of Saskatoon, in the thriving community of Humboldt, SK. The Division serves approximately 6,500 students in 43 schools located in 32 communities. This progressive Board is known for its strong support for small schools, effective professional development, high teacher engagement, innovative approaches, and sound fiscal management. The Division operating budget for 2019-20 is $85 million.
 
The Role
Reporting to the Director of Education/CEO, Horizon School Division is seeking an effective strategic thinker with excellent supervisory, evaluative, financial, interpersonal, communication, and administrative skills. The CFO is responsible for all functions related to budget preparation and monitoring, financial analysis and reporting, enterprise risk management, internal control design and oversight, accounting, and LAFOIP. The CFO also serves as the corporate secretary to the Board of Education. The successful candidate will provide strong leadership in the area of fiscal responsibility and will ensure the effective and efficient management of resources to support the Board of Education’s mission, vision, and values.
 
The ideal candidate will:
  • possess sound knowledge of internal and external financial budgeting and reporting standards and practices;
  • possess the ability to analyze current educational financial trends and provide projections and innovative solutions to financial issues;
  • possess an understanding of Saskatchewan education, including educational programming and supports, legislation, capital and operating budgets, and funding; and,
  • ensure the alignment of resources with the Ministry of Education’s Education Sector Strategic Plan as well as in compliance with The Education Act, 1995 and other relevant     legislation and regulations.
 
Requirements:
 
  • possess an undergraduate degree in Business Administration, Commerce, or equivalent;
  • possess and maintain a professional accounting designation;
  • qualify for membership with the Saskatchewan Association of School Business Officials;
  • have demonstrated exemplary administrative and supervisory experience and a knowledge of policy driven governance; and,
  • have sound knowledge of automated accounting software applications and systems.
